Police Blotter: July 10-20

   The East Windsor Township Police Department initiated the following police reports from July 10 through July 20, 2016.
   Paul Turay, 30, of Plainsboro, was charged with assault by auto, DUI, reckless driving and careless driving after a two-car accident at 3:16 a.m. July 10 on Route 130.
   Officers responded to the intersection of Route 130 and Route 33 for a two-car motor vehicle accident. Three individuals sustained minor injuries and all declined to be transported to a hospital. While speaking to the at-fault driver, the officer observed signs of impairment. Mr. Turay was given field sobriety tests and arrested for DUI. He was later released pending court action.
   Pablo Carchipulla-Guaman, 28, of East Windsor, was charged with DUI, reckless driving, careless driving, failure to maintain lane, rate of speed across a sidewalk and having expired touring privileges after being stopped at 5:06 a.m. July 9 on Route 130.
   An officer observed a vehicle operating recklessly on Route 130 and conducted a motor vehicle stop near Route 133. While speaking with the driver, the officer detected the odor of an alcoholic beverage. Mr. Carchipulla-Guaman was given field sobriety tests and arrested for DUI. He was later released pending court action.
   Freddy J. Fernandez, 22, of East Windsor, was charged with DUI, reckless driving, careless driving, failure to observe a traffic signal, delaying traffic and failure to inspect after being stopped at 9:21 p.m. July 10 on Route 33.
   An officer observed a vehicle operating recklessly on Route 33 and conducted a motor vehicle stop near Lake Drive. While speaking with the driver, the officer detected the odor of an alcoholic beverage. Mr. Fernandez was given field sobriety tests and arrested for DUI. He was later released pending court action.
   Cess R. Burton, 36, of Wrightstown, N.J., was charged with possession of less than 50 grams of marijuana, possession of drug paraphernalia, possession of prohibited handcuffs, DUI and careless driving after being stopped at 12:41 a.m. July 12 near the Quality Inn.
   An officer observed a suspicious occupied vehicle parked alongside the Quality Inn. While speaking with the driver, the officer detected the odor of an alcoholic beverage. Further investigation revealed that the driver was in possession of drugs, drug paraphernalia and handcuffs. Mr. Burton was given field sobriety tests and arrested for DUI, possession of drugs and unlawful possession of handcuffs. He was later released pending court action.
   Shashida Vishakanta, 44, of East Windsor, was charged with DUI, reckless driving and careless driving after being stopped at 9:15 p.m. July 20 on Dutch Neck Road.
   An officer responded to the 7-Eleven parking lot located on Dutch Neck Road to check on a possible intoxicated driver. While speaking to the driver the officer observed signs of impairment. Mr. Vishakanta was given field sobriety tests and arrested for DUI and for an outstanding warrant from the New Brunswick Municipal Court in the amount of $500.00 bail. He was later released after posting bail.
   The Hightstown Police Department initiated the following police reports from July 11 through July 26, 2016.
   Christopher M. Shingola, 36, of the 300 block of Lincoln Avenue, was arrested July 11 during a motor vehicle stop after running from officers and being found in possession of CDS. Mr. Shingola was transported to headquarters, processed and later released pending a court date.
   Jocelyn Polanco, 35, of Elizabeth, was found to have an active warrant out of Hightstown Municipal Court while being lodged July 15 at Middlesex County Correctional Facility. Ms. Polanco was ROR’ed from the court with a new court date.
   Fafr A. El, 23, of Philadelphia, turned herself in to headquarters July 15 for an active warrant out of Hightstown Municipal Court. Ms. El was escorted to the processing room, processed and later released after posting bail.
   Tulio A. Barrera, 56, of Westerlea Arms Apartments, was arrested July 19 for an active warrant out of Hightstown Municipal Court. Mr. Barrera was transported to headquarters, processed and later transported to Mercer County Adult Correctional Facility to be lodged.
