Two towns will share wide range of services

FREEHOLD – The Borough Council in Freehold Borough has authorized a series of shared services agreements with neighboring Freehold Township.

On Dec. 19, council members passed resolutions authorizing the execution of agreements through which Freehold Township will continue to provide the following to Freehold Borough:

  • Substance abuse prevention and counseling services
  • Licensed treatment plant operational services for Freehold Borough’s water and sewer utilities
  • Health services
  • Information technology services
  • Automotive maintenance and repair services to certain Freehold Borough vehicles and equipment
  • Permits for the Schibanoff Road commuter parking lot in Freehold Township will be issued to Freehold Borough residents.

The council authorized an interlocal services agreement with Freehold Township regarding park and recreation services at Lake Topanemus, which is owned by Freehold Borough, but located between Pond and Robertsville roads in Freehold Township.

And, the council authorized an interlocal services agreement with Englishtown through which Freehold Borough will provide the services of a certified public works manager and a certified recycling coordinator during 2017.

Englishtown will reimburse Freehold Borough for the cost of services provided.

According to the resolution, Freehold Borough and Englishtown entered into the interlocal services agreement in 2014 and that agreement will expire at the end of 2016. The resolution will allow the agreement to continue through 2017.

In other business, police officers Diego Flores and Eduardo Santana were sworn in as sergeants in the Freehold Borough Police Department.

According to Police Chief Glenn Roberts, the two officers were promoted to fill open positions in the rank of sergeant. Flores joined the force in 2006 and Santana joined the force in 2003.

The officers’ public swearing in on Dec. 19 followed the promotions which were confirmed by the council on Dec. 6.

The Dec. 19 meeting also saw the council pass a resolution confirming the appointment of Michael T. Smith to the police department, pending the completion of pre-employment testing and successful completion of his training at the Monmouth County Police Academy, Freehold Township.

Upon completion of training, Smith will join the police department with the rank of patrol officer.

Finally, the council passed a resolution approving Mayor Nolan Higgins’ nomination of Patricia Young to the Freehold Borough Recreation Committee. Young will fill a vacant position created by the resignation of Sheryl Mott, according to borough officials. Young’s term will end on Dec. 31, 2017.

Council President Jaye Sims and council members Sharon Shutzer, Michael DiBenedetto, George Schnurr and Kevin Kane voted in favor of the actions taken at the meeting. Councilman Ron Griffiths was absent.
