FREEHOLD – After being deemed an appropriate use in its area by the members of the Borough Council, an application proposing a health and wellness facility on West Main Street, Freehold Borough, will be able to move forward.
On June 18, council members passed a resolution acknowledging that a development application from Dan Regan for Insight Integrative Health and Wellness is compliant with the borough’s Core Redevelopment Plan.
According to a report from Borough Engineer William Wentzien, Regan is seeking to use the first floor of a three-story building on West Main Street. His facility would use 7,000 square feet of space.
The building is in the Freehold Center Core Redevelopment Zone. Under municipal law, applications for projects in that zone must be brought before the council so that members of the governing body may determine if the application is compliant with the Core Redevelopment Plan.
If the application is found to be compliant with the plan, the council approves the application and it is then brought before the code/construction official and, if necessary, the Historic Preservation Commission and/or Planning Board.
As part of the process, the application for the health and wellness facility was brought before the council on May 7. Attorney Vincent Hallernan represented Regan.
During the hearing, Regan testified his business would be a professional office with doctors who perform integrative health and wellness services including massage, acupuncture, ionization, yoga, float tanks, salt room, meditation and IV immunotherapy. Regan said the business’s clients are evaluated by a doctor and given a treatment plan to use the services.
Following the testimony, the council approved a motion determining the medical office and its treatments are an approved use and subsequently acknowledged the application’s compliance with the Core Redevelopment Plan through the June 18 resolution.
Regan’s application will now go before the code/construction official and possibly the Historic Preservation Commission and/or Planning Board as he seeks final approval.
In other business, the council renewed the following alcoholic beverage licenses for July 1, 2018 through June 30, 2019: Gusaiji Inc. (Freehold Liquor and Convenience Store); Maha Prabhuji Inc. (Freehold Spirit Shoppe); B.P.O. Elks Lodge No. 1454; American Legion Monmouth Post No. 54; Columbian Club; Walter J. Conley Elks Lodge No. 1379; J&G Innkeepers Inc. (Olde Court Jester); Frank Federici and Sons Inc.; FR Park Food Service Inc.; Table 33, LLC (618); KMK Hospitality Inc. (Metropolitan Cafe); Norkash, LLC (Max’s Beer, Wine and Liquor/TRE); and Borough Tavern, LLC.
Councilmen Michael DiBenedetto and George Schnurr abstained from voting on the Columbian Club’s alcoholic license due to a conflict. The remaining licenses were approved unanimously by all council members present.
And, council members confirmed the appointment of Thomas O’Brien as a probationary member of the Freehold Fire Department, Monmouth Hose Company.
