RED BANK – A bond ordinance appropriating $3.37 million for capital improvements in Red Bank has been introduced by members of the Borough Council.
On Nov. 7, council members voted to introduce an ordinance that would, if adopted, appropriate funds to finance street projects, park and property improvements. Bonds or notes totaling $2.64 million would be issued and the borough would provide a $132,000 down payment, according to the ordinance.
The capital improvements noted in the ordinance are as follows:
• Improvements at Mohawk Pond, Count Basie Park, Riverside Gardens, Count Basie Field Track and Marine Park; improvements to roads, including Pearl Street, McLaren Street, Tilton Avenue, Grant Avenue and White Street, $1 million;
• Improvements to the Mechanic Street firehouse and other roads. Road improvements and downtown traffic circulation/parking assessment will include milling, construction, reconstruction, repair and resurfacing of various roads; drainage improvements, inlet, manhole and water valve replacements; the restoration or construction of or improvements to curbs, sidewalks, traffic line striping, driveway aprons and barrier free ramps along the roads; the acquisition and installation of traffic signals, signs, lighting and bicycle corrals, $2.29 million;
• Property improvements to municipal buildings, including the Department of Public Works facility, the municipal building and the senior center, $100,000.
The ordinance is scheduled to have a public hearing during the council’s meeting on Nov. 28. Residents may comment on the ordinance at that time. The council may adopt the ordinance following the public hearing.
In other business on Nov. 7, council members unanimously introduced an ordinance that would, if adopted, appropriate $1.45 million for water and sewer improvements in Red Bank. The entire appropriation will be financed by bonds or notes.
The improvements will include the identification and exercising of water valves; the design and construction of new/replacement water/sewer infrastructure on White Street; the removal and replacement of sidewalks, concrete curbing, curb ramps, driveway aprons, regrading, landscaping, excavation, pavement striping, the installation of traffic calming devices, resetting manholes and inlets, and other curb, sidewalk and parking lot maintenance.
The public hearing on that ordinance is scheduled for Nov. 28.
Finally, the council introduced an ordinance that would, if adopted, appropriate $422,000 for parking utility improvements. The entire appropriation will be financed by bonds or notes.
The work will include parking lot improvements at English Plaza, including surface reconstruction and repaving. Also proposed is the removal and replacement of sidewalks, concrete curbing, curb ramps, driveway aprons, regrading, landscaping, excavation, pavement striping, the installation of traffic calming devices, resetting manholes and inlets, and other curb, sidewalk and parking lot maintenance.
A public hearing on the matter has been set for Nov. 28.
