FREEHOLD – Borough Council members in Freehold Borough are advancing an application to convert a vacant building at 31 E. Main St. into a nail salon.
On Jan. 23, the council passed a resolution determining the parking plan proposed by Just Jenny Nail Salon, a business in the Freehold Center Core Redevelopment Zone, meets the requirements of the Core Redevelopment Plan.
Applications for projects in the Core Redevelopment Zone must be brought before the council so members of the governing body may determine if they comply with the Core Redevelopment Plan. The Just Jenny Nail Salon application was heard in December.
A potential issue facing the application was the number of parking spaces the business would provide. Under the requirements of the Core Redevelopment Plan, an applicant with a parking deficiency by 10 or more spaces must show how the application will meet the parking needs of the zone or request an amendment to the plan.
To demonstrate how Just Jenny Nail Salon would not have a parking deficiency of 10 or more spaces, representatives of the applicant said the business had a need for 24 spaces and said the need would be met with an adjacent parking lot at Sheriff and Lafayette streets that is underused.
Council members concurred with the representatives’ testimony and voted in favor of the application on Dec. 17. Following the vote at the hearing, the council passed the resolution on Jan. 23 determining the application was compliant with the Core Redevelopment Plan.
Council President Kevin Kane and council members Sharon Shutzer and George Schnurr voted in favor of the resolution. Councilwomen Annette Jordan and Margaret Rogers, who were not on the governing body when the application was heard, abstained. Councilman Michael DiBenedetto was absent.
The Just Jenny Nail Salon application will be brought before the code/construction official and, if necessary, the Historic Preservation Commission and/or Planning Board for final approval.
In other business, council members authorized the Monmouth County Mosquito Control Division to conduct aerial mosquito control operations in Freehold Borough in 2019.
With the passage of a resolution, the Monmouth County Mosquito Control Division will be able to apply pesticides by aircraft in areas of Freehold Borough designated by the county as being larval mosquito habitats or harboring high populations of mosquitoes constituting a nuisance, a health hazard or both.
