MARLBORO – The Marlboro Township Council has adopted three bond ordinances to fund a series of capital improvement projects.
The bond ordinances were adopted in a 4-0 vote during the council’s Feb. 21 meeting. Council President Scott Metzger, Vice President Carol Mazzola, Councilman Jeff Cantor and Councilman Michael Scalea voted “yes.” Councilwoman Randi Marder was absent.
The first ordinance totals $6.979 million for general capital improvements. Marlboro will make a down payment of $348,972 and issue the remainder in bonds. The funding will be appropriated in the following way:
• $5.1 million for street improvements and road resurfacing, includes improvements at Texas Road, Greenwood Road, Whipple Way and paving at the Greenbriar adult community;
• $529,890 for the Department of Public Works, with $300,390 appropriated to acquire equipment and $229,500 to refurbish trucks and acquire new vehicles, including a garbage packer;
• $436,127 for the Parks Department, with $392,267 for improvements to fields and courts, and $43,860 for engineering expenses associated with pathways, lighting and signs;
• $438,703 for the Marlboro Police Department, with $289,994 to acquire equipment for police vehicles, weapons systems and accessories, $85,680 to acquire trucks and vans, $60,526 for improvements to the police communication systems and related equipment, and $2,503 for new furniture;
• $218,688 for the Management Information System for infrastructure improvements and the acquisition of management information system equipment;
• $193,800 for improvements to the Marlboro First Aid Squad building, the Morganville First Aid Squad building and public properties;
• $30,600 for storm drainage improvements;
• $22,440 to acquire miscellaneous township vehicles;
• $9,414 for municipal office improvements and equipment.
The second ordinance is for water capital improvements. The ordinance is for $3.025 million, with no down payment, and is appropriated in the following way:
• $1.749 million for improvements including the removal and installation of storage tanks at the Tennent Road pump station; the construction of the force main and pump station at the Harbor Road water treatment plant; engineering and other related expenses associated with the redrilling of well No. 2; the installation of a water main at Marlboro Hospital Main Loop/Conover Road to Igoe Road; line replacement at Lloyd Road and Route 34; valve replacements; and the replacement of the water main at Brookside Circle;
• $726,240 for improvements including the replacement of the roof at the Harbor Road administration building; the removal and replacement of meters; upgrades to water facilities, including hydrants, valves, pipes, superstructure, fencing and site improvements to well No. 1 and well No. 2; and the Solar Power Purchase Project in connection with the preliminary costs associated with solar field construction;
• $510,000 for emergency water main repairs;
• $40,800 for the acquisition of vehicles, including a pick-up truck and a plow;
• $5,100 for the acquisition of management information system equipment, including a phone system;
• $3,060 for the acquisition of office equipment.
The third ordinance totals $143,702, with no down payment, for court surface improvements at the Marlboro Aquatic Center; pool facility repairs at the Marlboro Swim Club and at the Marlboro Aquatic Center; “funbrella” replacements and awning replacements at the Marlboro Swim Club; and roof replacement on three buildings at the Marlboro Swim Club.
