Sayreville officials adopt $61.4M municipal budget

SAYREVILLE – The Sayreville Borough Council has adopted a $61.4 million budget to fund the operation of the municipality during 2019.

The budget, which was adopted by council members on April 22, will be supported by the collection of $32.7 million in taxes from residential and commercial property owners, according to the budget document. Other revenues included $9.3 million in state aid and $3.1 million from surplus funds (savings).

Sayreville’s 2018 budget totaled $59.6 million and was supported by the collection of $31.8 million in taxes from property owners, according to the budget document. Other revenues included $9.3 million in state aid and $3.1 million from surplus funds.

The municipal tax rate in 2018 was about $1.386 per $100 of assessed valuation. The average home in Sayreville was assessed at $144,850 and the owner of that home paid about $2,007 in municipal taxes, according to the budget document.

In 2019, the tax rate is projected to be $1.425 per $100 of assessed valuation, according to the budget document, and the average home assessment will remain at $144,850. The owner of that home will pay about $2,064 in municipal taxes, an increase of $57.

Municipal taxes are one component of a property owner’s tax bill, which also includes Middlesex County taxes and Sayreville School District taxes.

An individual pays more or less in taxes depending on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity.

The 2019 budget includes the following appropriations: public safety, $14.6 million; insurance, $9.56 million; debt, $5.63 million; statutory expenditures, $5.22 million; shared services, $4 million; general government, $3.95 million; public works $3.81 million; utilities and bulk purchases, $3.2 million; reserve for uncollected taxes, $2.44 million; parks and recreation, $1.92 million; education (including library), $1.69 million; unclassified, $1.38 million; and landfill/solid waste disposal, $1.1 million.

According to the budget document, Sayreville has 12,686 parcels, of which 11,940 are residential, 433 are vacant land and 408 are commercial. The average ratio (%), assessed to true value is 48.05% and indicates how close properties are assessed to 100 percent of their market value.

Sayreville has 249 full-time employees, including 90 police officers, and 53 part-time employees. Total personnel costs will be $40.7 million (approximately 66.4%) of the $61.4 million budget.
