Freehold Township officials authorize shared services agreements

FREEHOLD TOWNSHIP – The Township Committee has entered into shared services agreements with nearby municipalities.

With Freehold Borough, Freehold Township will provide information technology services, licensed treatment plant operational services for Freehold Borough’s water and sewer utilities, health services, substance abuse prevention and counseling services, automotive services, emergency vehicle refueling, Schibanoff Road commuter parking lot permits to Freehold Borough residents, and code enforcement, building inspection and plan review services.

With Manalapan, Freehold Township will provide information technology services.

With Farmingdale, Freehold Township will provide licensed operational services for Famingdale’s water and sewer utilities.

With Keyport, Freehold Township will provide information technology services and licensed operational services for Keyport’s water and sewer utilities.

With Aberdeen Township, Freehold Township will provide licensed operational services for Aberdeen’s water and sewer utilities.

With Bay Head, Freehold Township will provide information technology services.

With Howell, Freehold Township will provide licensed operational services for Howell’s water and sewer utilities.

With Allentown, Freehold Township will provide a community emergency notification system from Everbridge.

With Millstone Township, Freehold Township will provide sign-making services.

With Marlboro, Freehold Township will provide municipal court administration services.

Committeeman David Salkin, who is the longest-serving member of the governing body having joined the committee in 1994, said Freehold Township has been responsible for shared services agreements for at least as long as he has been on the dais.

“We have been leading the way in shared services probably longer than I have been here,” Salkin said.

Committee members also authorized the execution of a shared services agreement with Monmouth County for police communication services.

And, the committee authorized an agreement with the Manasquan River Regional Sewerage Authority for automotive services, licensed operational services for the authority’s sewer utilities, and information technology services.

The committee also authorized a shared services agreement with the Freehold First Aid and Emergency Squad, which serves Freehold Borough and Freehold Township, for automotive services.

In addition, committee members authorized an agreement with the Visiting Nurse Association Health Group for a Culture of Health Coalition Facilitator, in addition to an agreement with the association for health services.

Finally, committee members authorized shared services agreements with the Freehold Township Fire District No. 1 Board of Fire Commissioners and the Freehold Township Fire District No. 2 Board of Fire Commissioners for the hiring of four part-time fire prevention training specialists.

According to a resolution, commissioners from the two fire districts agreed to pay $8,333 toward the base salary of $15 per hour for each employee to serve as fire prevention training specialists during 2019. The funds may also be used to obtain training materials.

The resolution states that the commissioners recognized a need for education in the area of fire prevention and that combining funds would enable the commissioners to educate seniors and young people in the area of fire prevention.
