Howell authorizes shared services agreement for utilities services

HOWELL – The Township Council has authorized the execution a shared services agreement with Freehold Township for licensed operational services for Howell’s water and sewer utilities.

Deputy Mayor Evelyn O’Donnell, Councilwoman Pamela Richmond and Councilman Thomas Russo voted to authorize the agreement at the Dec. 10 council meeting. Mayor Theresa Berger and Councilman John Bonevich were absent.

The agreement will be in effect during 2020.

Under the agreement, Freehold Township will provide licensed operational services for Howell’s water and sewer utilities, including weekly site visits to the water treatment plant and waste water pump stations; preparing required reports; assisting the public utilities director in the review of daily operations; assisting in the inspection and construction activities of the waste water pump stations; and training all operators in the operation of the water treatment facility and waste water pump stations.

The following Freehold Township staff members with associated state operational licenses will be available under the supervision of Freehold Township for oversight of the Howell utility: Robert J. Koches, superintendent of water and sewer; James Alexander, supervisor of water and sewer; Timothy Keune, supervisor of water and sewer; and John Molnar, supervisor of water and sewer.

The rate for operational services will be $2,000 per month ($24,000 in total) and will be billed monthly by Freehold Township.
