Township Committee adopts bond ordinance for improvements in Manalapan

MANALAPAN – The Township Committee has adopted a bond ordinance that will appropriate $3.24 million for improvements in Manalapan.

The ordinance was adopted during the committee’s June 10 meeting. Mayor Jack McNaboe, Deputy Mayor Susan Cohen, Committeeman Barry Jacobson, Committeewoman Mary Ann Musich and Committeeman Eric Nelson voted “yes” on a motion to adopt the ordinance.

For the first time in several months, all five committee members were present in the municipal meeting room.

During the 2020 coronavirus pandemic, only one or two members of the governing body were present at town hall during meetings and the remaining members participated by telephone.

On June 10, the five committee members were joined in the meeting room by Township Administrator Tara Lovrich, Assistant Administrator Renee Garrigana, Chief Financial Officer Tricia Addario and Deputy Clerk Shari Rose.

According to the ordinance, the funds will provide for capital improvements and the acquisition of capital equipment, appropriating $3,238,029 and authorizing the issuance of $2.6 million in bonds and notes.

Manalapan officials said they expect to receive $495,000 in grant funds from the New Jersey Department of Transportation and make a $137,152 down payment as part of the appropriation.

The improvements consist of the acquisition of capital equipment including a tri-axle hook truck, backhoe loader and air compressor; buildings and grounds improvements, including the acquisition and installation of new air handlers for the heating, ventilating and air-conditioning system; park improvements, including the refurbishment of basketball and tennis courts; a new pavilion; and the planning and design of a new senior/community center;

And, road improvements, including the Gordons Corner Road project; Americans with Disabilities Act curb ramp compliance throughout Manalapan; Poets Annex Phase I – paving, curbing and concrete; improvements to New Beginnings Crossing and sections of Tracy Station Road; and Department of Public Works site remediation – final phase.

Also, the acquisition of technological equipment, including computer replacements and television studio equipment.
