Freehold Borough seeks funding for improvements to Liberty Park

FREEHOLD – Municipal officials in Freehold Borough are seeking $250,000 from Monmouth County to help finance a project that would improve a community park.

On Sept. 8, Borough Council members authorized the submission of a Monmouth County Municipal Open Space Grant application for a project that is being planned at Liberty Park, Liberty Street. The park is owned by the borough.

According to a resolution, the cost of the project will be $508,975 and Freehold Borough is requesting $250,000 from the county’s open space program to help cover the cost of the work.

Before council members voted on the resolution, a public hearing was held on the grant application and Business Administrator Stephen Gallo explained the project.

The planned improvements to Liberty Park came out of Freehold Borough’s participatory budgeting initiative which allows business owners and residents age 14 and older to nominate and vote for projects they want to fund in the community.

In the 2019 participatory budgeting initiative, one winning project was the refurbishment of the basketball courts at Liberty Park. Gallo said that project has prompted officials to pursue additional improvements at the site.

He described the planned work as an upgrade to the entire park. The anticipated improvements include the rehabilitation of the walking trail, the installation of exercise stations, new benches and additional parking.

Councilman George Schnurr asked if the project would improve access to Liberty Park and Gallo said that suggestion would be considered.

In other business, officials approved a final payment of $783,665 for road improvements on Bannard Street.

The payment was made to Seacoast Construction, East Brunswick, which had been awarded a contract for the project in November.

Prior to approving the final payment, council members authorized a $50,211 increase in the contract, which brought the initial $733,454 contract to its final amount of $783,665.

According to a resolution, the increase in the contract was due to field conditions that resulted in changes to built quantities, additional landscaping to stabilize a steep slope, additional tree removal and additional paving on a side street.

Borough Engineer William Wentzien reported that the project was satisfactorily completed and recommended that the final payment be made.
