Jackson planners set special meeting for Adventure Crossing application

JACKSON – The Jackson Planning Board has scheduled a special meeting for July 26 to hear additional testimony regarding the proposed Phase 3 uses at the Jackson Crossing 2/Adventure Crossing project.

Jackson Crossing 2/Adventure Crossing is being developed on Route 537 between Interstate 195 and the Six Flags Great Adventure theme park in Jackson, near the Millstone Township border.

Phase 3 proposes residential and commercial uses, according to the General Development Plan for Adventure Crossing, and according to planner Ian Borden, who represents the developer, Cardinale Enterprises.

Adventure Crossing Phase 3 was the subject of a Planning Board public hearing on June 21. Cardinale Enterprises was represented by attorney Salvatore Alfieri and Borden.

The Phase 3 application proposes the construction of 480 apartments (48 of which will be designated as affordable housing and/or for individuals who have special needs), plus a clubhouse and 61,700 square feet of commercial space. All of the proposed uses are permitted in the Route 537 zone.

Borden said Phase 3 will complete the mixed use project on 286 acres. He said the intent of Jackson’s master plan “was to create more of a destination project rather than a big box retail type of use that is typically done in highway commercial zones.”

“Phase 1 contains commercial uses along Route 537 … outdoor athletic fields, a convention center, two hotels, a medical research center and a parking garage … Phase 2 will contain two warehouse buildings totaling 1 million square feet …” Borden said.

He said a Taco Bell restaurant and a Popeye’s restaurant are under construction, as are  athletic fields. Borden said the athletic fields are substantially complete and are awaiting the installation of an artificial turf surface.

Regarding Phase 3, Cardinale Enterprises is proposing to construct apartments and commercial uses. There would be 480 apartments, with 48 of the 480 apartments designated as affordable housing or special needs housing, Borden testified.

He said certain buildings would have commercial uses on the ground floor and apartments on the upper floors.

Alfieri said the special needs apartments would be for disabled military veterans and/or for individuals who have multiple sclerosis.

The testimony and the public hearing was not completed on June 21. The Planning Board members scheduled a special meeting for July 26 and carried the Adventure Crossing application to that date.
