Manalapan bond ordinance will fund improvements during upcoming year

MANALAPAN — The members of the Township Committee have adopted a bond ordinance that will fund local improvements and the acquisition of equipment during the remainder of 2022 and into 2023.

During a meeting on June 1, Manalapan Mayor Susan Cohen, Deputy Mayor Mary Ann Musich, Committeeman Jack McNaboe, Committeeman Eric Nelson and Committeeman Barry Jacobson voted “yes” on a motion to adopt the ordinance.

No members of the public commented on the ordinance when given the opportunity to do so.

The bond ordinance provides for the completion of capital improvements and the acquisition of capital equipment. The legislation appropriates $4.06 million and authorizes the issuance of $2.57 million in bonds and notes to finance a portion of the costs.

The improvements will also be funded with a $596,000 appropriation from the township’s Open Space Trust Fund; a $526,000 appropriation from the township’s Water – Reserve for Capital Projects; $232,600 in grant funds expected to be received from the New Jersey
Department of Transportation; and a $135,225 down payment, according to the ordinance.

The capital equipment to be acquired by Manalapan includes, but is not limited to, a tri-axle hook truck; a truck lift; a service body truck; a stand-on skid steer with snow blower, bucket and grapple/attachment; a lowboy trailer; outfitted police patrol vehicles; and new traffic signal equipment.

The buildings and grounds improvements to be undertaken by the municipality include, but are not limited to, a new roof for the municipal building; a new storage building behind the municipal building; the planning and design of a new community/senior center; and recreational improvements, including a water filling station at the Manalapan Recreation Center, recreation trail resurfacing, and the replacement of tennis courts, baseball fencing and the shelter building/bathroom at the recreation center.

The road improvements to be undertaken include, but are not limited to, the milling and resurfacing of Taylors Mills Road to Route 9; and milling, resurfacing and concrete repairs to Belle Terre Drive, Plymouth Lane, Monterey Lane and Lincolnshire Drive.

The acquisition of technology equipment includes computer replacement and television studio equipment.

The water utility equipment replacements and upgrades include a Sensus Flex Net Base Station for remote meter reading; Lamb Lane Well No. 2 soffit repairs with roof replacement; scout tank re-chlorination system replacement; and variable frequency drive
installation for Lamb Lane wells No. 1 and No. 2, according to the bond ordinance.
