UPPER FREEHOLD – Upon determining that improvements are needed at an intersection in Upper Freehold Township, the Monmouth County Board of Freeholders has authorized an engineering firm to design the enhancements.
During a recent meeting, the board authorized IH Engineers, P.C., Princeton, to perform professional engineering services in connection with the design of improvements at the intersection of Route 539 (Forked River Road) and Route 27 (Burlington Path Road).
Route 539 and Route 27 are county thoroughfares.
Three bids for the engineering services agreement were submitted to the county. The bids were from IH Engineers ($110,927), Cherry Weber and Associates ($124,838) and Stantec Consulting Services ($124,964).
A three-member committee consisting of Joseph Ettore, the county engineer, Ming Kao, the assistant county engineer, and Kevin Nugent, principal engineer II, used pre-established criteria to review and evaluate the bids, according to a certification memorandum from Ettore to the freeholders.
The proposal from IH Engineers was found to offer the best combination of cost, qualifications and approach to the project, and was recommended to receive the contract, according to Ettore.
IH Engineers will be required to submit periodic reports to the freeholders detailing the work it has performed. No timetable regarding the construction of the improvements at Route 539 and Route 27 was provided by the freeholders.
